ci: run on macos-latest to match snapshot platform

visual-baseline tests (T-7, R-3) use vitest-browser's
toMatchScreenshot. their snapshots have the `-chromium-darwin`
suffix, captured on macOS, and the linux runner times out
without a matching baseline.

macos-latest matches the dev environment and is free on public
repos. --with-deps drops since macOS doesn't apt-install.
