feat(bb_wifi): keep credentials on outage when firmware is validated (#220)

adds bb_ota_is_validated() (queries persistent partition state) and
gates the boot_count+restart paths in bb_wifi cold-boot timeout and
wifi_reconn persistent-disconnect handler. Validated firmware now
safeguard-reboots without incrementing the AP-fallback counter.
