feat(parser): add extract_sections utility for Markdown heading extraction

Adds a lightweight parser that reads a Markdown file and returns a flat
list of numbered section labels suitable for display in the InfoPanelWidget.

- Supports headings # / ## / ### (h1–h3)
- Applies indentation proportional to heading depth
- Skips YAML frontmatter block (--- delimiters) before scanning
- Hard cap of 30 entries to prevent overflow on very large documents
- No external dependencies; pure stdlib re + pathlib
