docs(claude.md): rules 22 + 23 — compile_fail pinning + restrictive-API two-PR split

- Rule 22: pin compile_fail doc-tests to specific error codes
  (compile_fail,E0639) so silent-pass-for-wrong-reason regressions
  surface. Cite PR #548 Contract lockdown precedent.
- Rule 23: restrictive API additions (#[non_exhaustive], removed
  Default, removed pub fields, #[must_use] on builders) split into
  modernize-callers-first + add-restriction-second PRs. Cite #547 ->
  #548 precedent. Distinct from rule 20's proto ratchet domain.
