docs(plans): mark Contract lockdown shipped (#547, #548)

Section 1 first bullet is done. Replaces the open proposal/escape-hatch
notes with a 1-paragraph shipped entry pointing at the two PRs and
naming the regression-test mechanisms (setter_parity_with_contract_fields,
compile_fail,E0639 doc-test). Also notes the bonus changes from PR #548:
ContractBuilder revival + PartialEq<str> impls.
