test(webui): cover all components and main entry point (#357)

- add tests for all 20 untested components: AlertBanner, ChipsCard,
  Donut, FanEditDialog, Header, Hero, LiveTitle, ModalSpinner, Nav,
  PoolEditDialog, PoolEditForm, PoolRow, PoolStrip, RebootOverlay,
  RejectStrip, RollingRates, Sparkline, StatTile, Toggle, Tooltip
- add main.ts test (mounts App via svelte mount)
- add uploadOta() XHR shim tests to api.test.ts (happy path,
  non-2xx, network error, abort)
- components coverage: stmts 4.58% → 91.12%, lines 5.61% → 93.08%
- overall coverage: stmts 17.81% → 44.95%, lines 23.81% → 46.43%
