ci: bump node to 26 via webui/.nvmrc (#356)

Workflows were drifting on Node version: build.yml and release.yml
pinned to 22, pages.yml to 20, while local dev runs 26. No source of
truth — each workflow had its own hardcoded value.

Add webui/.nvmrc as the single source of truth and switch all three
workflows to actions/setup-node node-version-file. Future bumps are a
one-file change.
