ci: wire ccache into ESP-IDF builds via IDF_CCACHE_ENABLE (#352)

The ccache cache step has been a no-op since installation: ccache was
on the runner but never invoked, so ~/.cache/ccache was never created
and the post-job cache save warned 'Path Validation Error' on every
run.

Set IDF_CCACHE_ENABLE=1 (the documented ESP-IDF flag) plus an explicit
CCACHE_DIR at the build/debug job level so the existing per-env cache
key actually gets populated. Add a 'ccache -s' step to surface
hit/miss stats in the job log.
