[REF] Dedupe KFOC MC test kwargs; align kfoc_make_fx comment with kfac

Extract _kfoc_mc_kwargs(fisher_type) to replace the
fisher_type/mc_samples/seed triplet duplicated across the two test
helpers. Reword the new fork_rng_with_seed comment in kfoc_make_fx.py
to match the pre-existing wording in kfac_make_fx.py:191-192.
