chore(connection)!: ratchet protobuf floor 203 → 210 (#530)

Bump `require_protobuf_support` from `PROTOBUF_PLACE_ORDER` (203) to
`PROTOBUF_SCAN_DATA` (210). Skip 204–209 in one move because every
family in that range (CompletedOrder, ContractData, MarketData,
AccountsPositions, HistoricalData, News) already has a proto decoder +
`decode_proto_or_text` wrapper in place per the inventory in
`plans/legacy-text-protocol-cleanup.md` — the wire-data validation
work that gates *decoder deletion* is still per-family follow-up, but
the *floor bump* itself is unblocked.

Bumping the floor is the unblocker for deleting the now-unreachable
text-decoder branches in those domains — deferred to follow-up PRs
after each family's response-format mapping is grounded in captured
wire data (mirrors the #527 → #529 split).

Test fixtures bumped to PROTOBUF_SCAN_DATA where they drive
`establish_connection`. Regression guard
`rejects_universal_protobuf_floor` repurposed →
`rejects_previous_place_order_floor`: now asserts that 203 (the prior
floor) is below the new floor.

Plan + migration doc updated; new "Floor 210 deletions" section
enumerates the families unlocked for follow-up cleanup and names 211
(`PROTOBUF_REST_MESSAGES_1`) as the next ratchet candidate.
