chore(ci): use Node 24 in publish job for npm 11 OIDC (#195)

Node 22 ships with npm 10.9.7, which lacks support for npm trusted publishers (OIDC); the workaround was to self-upgrade via 'npm install -g npm@latest', but that has been failing with 'Cannot find module promise-retry' during the in-place reinstall. Node 24 ships with npm >=11.0.0, so the upgrade step is no longer needed.
