Fix reusable container workflow cancellation (#860)

Use workflow-specific concurrency groups for the Azure bootstrap and gateway container reusable workflows so Nightly Release child runs do not cancel each other.

Also gate the gateway container same-run helper jobs on an explicit reusable-workflow input instead of inherited event context, so workflow_call executions skip standalone-only artifact builds.
