Commit Message

Install protoc in Azure handler package job (#859)

The Azure bootstrap container workflow's new function-package job builds sonde-azure-handler, which pulls in sonde-gateway path dependencies and needs protoc just like the repo's other Rust build jobs. Add the existing setup-protoc step so nightly and release builds can package the handler successfully.
