* Deploy Azure handler during bootstrap

Bundle a prebuilt sonde-azure-handler package into the bootstrap image, deploy it with Azure CLI during bootstrap, wait for function activation, and update the specs, workflow smoke tests, and operator docs for the new runnable Function App contract.

* Validate bootstrap timeouts

Validate the deploy and activation timeout environment variables before use, extend the bootstrap smoke test to cover the targeted timeout errors, and make the handler package build script derive the built binary path from CARGO_BUILD_TARGET when present.

* Reject octal-like bootstrap timeouts

Reject leading-zero timeout environment values before they reach shell arithmetic expansion, and extend the bootstrap smoke test to cover that failure mode.
