docs: rebrand with cat icon, fix typecheck, redesign README

- Adopt new Siberian cat brand mark (rendered from logo-dark.img source)
  across navbar, footer, favicon (16/32/48/64 multi-size), and embedded
  in the README wordmark. Light theme uses original navy bg, dark theme
  uses brand dark blue (#1466a4).
- Hero page now shows the icon next to the "Act" wordmark, centered.
- Bump navbar logo size to 44px in custom.css.
- README first cell stacks CI badges → wordmark (with embedded icon)
  → CTAs; layout columns 62/38, images fill cells.
- Drop unused logo*.svg and favicon.svg variants in favor of PNG/ICO.
- Add @types/react + @types/react-dom to docs devDeps and import the
  React 19 JSX namespace to fix `pnpm typecheck`.
- Production-checklist docs: clarify built-in signal handling and
  dispose ordering.
