fix(ci): add permissions for publish workflow (#911)

Adds `contents: write` and `pull-requests: write` permissions and
upgrades `peter-evans/create-pull-request` to v8 to fix the 403 error
when pushing the version bump PR branch.

Mirrors fix from accordproject/concerto-cli#97.

Closes #910
