feat!: upgrade cicero-core to Concerto v4.0.3 (#907)

* feat!: upgrade cicero-core to Concerto v4.0.2

Bump concerto-core and concerto-util to ^4.0.2 per migration guide.
Markdown package versions to be updated once a new markdown-transform
release is published (accordproject/markdown-transform#654 merged,
awaiting release).

Closes #906

* fix(cicero-core): version CTO namespaces and imports for Concerto v4

Concerto v4 requires all namespaces and imports to be versioned.

- bump concerto-core and concerto-util to ^4.0.3
- bump markdown-* packages to 0.18.0 (Concerto v4 compatible)
- remove 9 duplicate unversioned model files superseded by @0.2.0 versions
- update 15 model.cto files: replace unversioned org.accordproject.contract
  imports with org.accordproject.contract@0.2.0
- fix wildcard import in logo@0.0.1 to use named Clause import

183 tests passing.

* fix(cicero-cli): upgrade to concerto-codegen v4 and remove unversioned model fixtures

- Bump concerto-codegen to ^4.0.1 and concerto-util to ^4.0.3 in cicero-cli,
  eliminating the transitive concerto-vocabulary v3 that lacked concerto-core at runtime
- Delete four legacy unversioned .cto files from the helloworldstate test fixture;
  Concerto v4 rejects unversioned namespaces unconditionally
