* fix(shared,agents): add missing tools to KNOWN_TOOLS and specialist agents

Follow-up to #1805. The original PR was squash-merged before these
commits landed on the branch.

- Add 7 missing built-in tools to KNOWN_TOOLS so the Space agent editor
  UI shows checkboxes for all 18 daemon-exposed tools.
- Enable NotebookEdit for Coder, Debugger, Tester (file-editing agents
  that may work with Jupyter notebooks).
- Enable ToolSearch for all specialists for dynamic tool discovery as
  MCP servers attach at runtime.

* feat(space-agents): add Skill and ToolSearch to Reviewer and QA presets

Space preset agents Reviewer and QA had hardcoded tool lists that were
missing the newly-exposed tools. Enable Skill and ToolSearch for both:

- Skill — lets agents invoke skill-based capabilities (slash commands,
  MCP server tools) that may be registered at runtime.
- ToolSearch — lets agents dynamically discover available tools,
  especially useful as MCP servers attach.

Coder/General/Planner/Research already inherit the new tools automatically
via their KNOWN_TOOLS-derived CODER_TOOLS filter.

Update seed-agents tests to reflect the expanded tool lists.
