cruft: update

- Add a `Build` step running `yarn webpack` to the publish workflow and
  gate publish on the `Upload dist` workflow; expose the build command
  via `publish_npm_any.build_command` in `.wiswa.jsonnet`.
- Rewrite the release workflow's tag detection to look up the `v*` tag
  matching the trigger SHA via `gh api`, removing reliance on
  `workflow_run.head_branch`.
- Drop the `typescript >= 6.0.0` ignore from `.github/dependabot.yml`.
- Bump `check-jsonschema` 0.37.1 -> 0.37.2 in `.pre-commit-config.yaml`.
- Add `npmPreapprovedPackages: []` to `.yarnrc.yml` and `preapproved`
  to the spell-check dictionary.
- Add `rootDir: ./src/` to `tsconfig.json`.
- Swap the `jest` badge for `vitest` in `README.md`.
- Update `CITATION.cff` `date-released` to 2026-05-06.
- Refresh the `_wiswa` metadata block in `package.json` and regenerate
  `yarn.lock`.
