workflows/publish: build with webpack, grant packages:write

Override `github.workflows.publish_npm_any.build_command` to
`yarn webpack` so the published `dist/index.js` is the bundled output
the package's `bin` field points at, not loose tsc-emitted files.
Add `packages: write` to the publish job's permissions so the
auto-injected `GITHUB_TOKEN` can write to GitHub Packages (previously
the run reached auth and was rejected with YN0035 403). Also
regenerate `dist/index.js` via `yarn webpack` to ship the matching
bundle in the v0.0.6 release.

Drop the `yarnrc+` and `registry_url` overrides that the latest Wiswa
template now derives automatically from `package_json.publishConfig`.
