cruft: update

- Refactor publish and release workflows to separate required from
  optional workflows; release workflow now resolves the release tag
  from the head SHA via matching-refs instead of relying on
  workflow_run.head_branch.
- Bump pre-commit check-jsonschema from 0.37.1 to 0.37.2.
- Switch jest badge to vitest and add NPM version and downloads
  badges in README.
- Adjust Keep a Changelog reference link from 1.1.1 to 1.1.0 in
  CHANGELOG.md and the changelog agent.
- Update _wiswa metadata block in package.json and refresh
  yarn.lock.
