cruft: update

Re-run of the Wiswa generator picks up template and metadata drift:

- Workflows `publish.yml` and `release.yml` split workflow polling
  into required vs optional sets and add helper functions; the
  `release.yml` guard now resolves the release tag by walking
  `repos/${REPO}/git/matching-refs/tags/v` against `HEAD_SHA`,
  including annotated-tag dereferencing, instead of relying on
  `workflow_run.head_branch`.
- `.claude/agents/changelog.md` and `CHANGELOG.md` pin the Keep a
  Changelog reference URL to `1.1.0` to match the resolved boilerplate.
- `.pre-commit-config.yaml` bumps `uv-pre-commit` to 0.11.11 and
  `check-jsonschema` to 0.37.2.
- `.yarnrc.yml` adds an explicit empty `npmPreapprovedPackages: []` so
  the new per-package age-gate-bypass setting cascades cleanly.
- `.vscode/dictionary.txt` drops the unused `ramda` entry.
- `pyproject.toml` bumps dev dependencies (`cz-path`, `mypy`, `ty`)
  and runtime dependencies (`click`, `niquests`, `niquests-cache`,
  `python-gitlab`); `uv.lock` and `yarn.lock` follow.
- `CITATION.cff` advances `date-released` to 2026-05-06.
- `package.json` records the new generator run metadata
  (`_wiswa.lastRun` and `_wiswa.version`).
