wiswa-jsonnet: publish-npm-any wire NODE_AUTH_TOKEN

`actions/setup-node` writes `.npmrc` with `${NODE_AUTH_TOKEN}` as the
auth placeholder for the configured `registry-url`, so Yarn's `npm
publish` step needs `NODE_AUTH_TOKEN` exported for the registry to
authenticate. Use a fallback expression so projects publishing to
GitHub Packages work via the auto-injected `GITHUB_TOKEN`, while
projects publishing to npmjs.org with a custom `NODE_AUTH_TOKEN`
secret continue to work too.
