templates: use Vitest instead of Jest for TypeScript projects

Switch the generated TypeScript test stack from Jest to Vitest. The
default devDependencies for `want_tests` projects now emit `vitest`
and `@vitest/coverage-v8` instead of `jest`, `ts-jest`, and
`@types/jest`; the generated `test` script becomes `vitest run`; and
the `Tests` workflow runs `yarn vitest run --coverage`.

Replace the `jest.config.ts.j2` template with `vitest.config.ts.j2`,
which configures the Node test environment and v8 coverage provider.
The README badge generator now matches `vitest` rather than `jest` so
the Vitest npm badge appears in generated READMEs.
