cmakelists: install runtime deps for all Windows toolchains

The qt_deploy_runtime_dependencies rule was gated on MINGW, so MSVC
Windows builds never picked up their compiler runtime DLLs from the
toolchain bin directory. Switch the guard to WIN32 and rename the
local _mingw_bin_dir to _compiler_bin_dir so the same rule serves
both MinGW and MSVC.
