chore(ai): add claude oauth refresh and broaden test coverage (#17)

### Description

Adds Claude OAuth token refresh and credential updates, refactors `arc
update system` behind injectable dependencies for testing, introduces
boundary interfaces with moq stubs, and expands cmd and package-level
tests plus Makefile/CI coverage docs.

### Added

- Claude OAuth refresh/credentials merge and extended usage/token
handling in `internal/ai/claude`
- `internal/boundary` (HTTP/shell) plus Provider and Notifier
moq-generated mocks
- Cmd integration-style tests, sysupdate `RunWithDeps` tests, and root
`main_test.go` smoke checks

### Updated

- Makefile/coverage targets, AGENTS.md, pre-commit; AWS IAM validation
hook for tests; selfupdate test hooks
- Upgraded Go to version `1.26.*`
