fix(test): use random_int for all 3 IP octets in testDuplicatePOST

With only the 4th octet randomised across 4 parallel workers the
birthday-paradox collision probability was ~2.4% per run. Using
random_int() (cryptographically secure, seed-independent) for all
three variable octets gives 16M possible IPs and a negligible
collision probability across any concurrent workers or retries.
