* Fix gate poll rehydration after daemon restart

Restart poll timers for active workflow runs during executor rehydration so in-memory GatePollManager state is restored after daemon restarts.

Treat gate polls as proactive timers by keeping them active for blocked runs and restarting them after automatic or manual recovery paths.

Stop existing run polls before restarting them so recovery and rehydration paths cannot leak overwritten interval timers.
