refactor(webui): unify EMIT_NULLABLE + pool_effective_hashrate field name (#337)

- Move EMIT_NULLABLE macro to file scope (routes_json.c top) and apply uniformly across build_stats_json (both non-ASIC and ASIC paths), build_pool_json, and build_fan_json; eliminates ~20 manual if/else pairs
- Rename stats_snapshot_t::hashrate_pool_effective → pool_effective_hashrate for parity with pool_snapshot_t and /api/pool consistency
- Update /api/stats JSON key from "hashrate_pool_effective" to "pool_effective_hashrate"
- Update Stats TypeScript interface and Hero.svelte component to match
- All tests pass; all boards link cleanly

Public API rename: clients must update field references.
