fix(ModTools): prevent fillin() from reverting user edits to empty content

For Edit actions, fillin() was always repopulating the body from message.textbody,
overwriting user edits. This is especially problematic when users delete all content
and save - the content would revert to the original message text instead of remaining blank.

Added a check at the start of fillin() to skip body population for Edit actions if the
body has already been set (i.e., if fillin() was called after the user edited it).
This allows the first call to populate the form, but prevents subsequent calls from
overwriting user edits.

Fixes issue 9644.
