Use OpenRouter /models/user endpoint and filter system models (#1776)

* Use OpenRouter /models/user endpoint and filter system models

Switch to the guardrail-aware /models/user endpoint so per-key model
restrictions are respected. Filter out ~ dynamic aliases and openrouter/
router models from API results.

* Don't fall back to FALLBACK_MODELS when API response succeeds

On a successful /models/user response, use the filtered results directly
instead of falling back to hard-coded models. This prevents system-filtered
models from being reintroduced through the fallback path.

* Skip system model filter when explicit allowlist is configured

Allowlisted models like openrouter/auto were being silently dropped by
the SYSTEM_MODEL_PREFIXES filter. Now the filter is only applied when
no explicit allowlist is set, so user-configured models always surface.
