project: track snapcraft.yaml in commitizen version bumps

Add snapcraft.yaml to the version_files list in .wiswa.jsonnet (and the
regenerated .cz.json) so `cz bump` rewrites the snap's `version:` field
alongside the other version-bearing files. Without this entry the snap
metadata would drift out of step with package.json and the man page on
every release.
