workflows/*: rename C/C++ CI workflow to Build

The previous name contained a slash and `++` characters that
correlate with GitHub Actions creating phantom (Unknown event)
startup-failure runs against an internal BuildFailed placeholder
whenever release.yml's workflow_run dispatcher tries to subscribe to
its completions. The wiswa generator's release pipeline only watches
workflows with simple alphanumeric names and never produces these
phantoms, so rename to a plain identifier and update the
release.yml polling loop and watched-workflows list to match.
