chore: clean up cppcheck warnings and BLE housekeeping

Add PlatformIO cppcheck settings for warning, style, performance, and
portability checks, with inline suppressions enabled and dependency
packages skipped.

Remove the stale brightnessChanged/checkBrightness path that echoed BLE
brightness writes back through the brightness characteristic. Brightness
writes now update the user brightness directly without maintaining an
extra notification flag.

Tighten small static-analysis and safety issues across effects and BLE:
- zero-initialize FluidEffect particle/grid storage and mark its constructor explicit
- delete MonoVideoPlayer copy operations and simplify mirrored run math
- replace ScrollState divide-by-zero fallback with a static_assert on the speed range
- keep BLE bond-clearing debug state scoped to DEBUG_BLE builds
- add cppcheck suppressions for intentionally unused callback-style functions
- update the fallback firmware version to 4.2.6
- set the dev PlatformIO build type to debug
- clean up stale comments and formatting around BLE/device configuration
