workflows, packaging: fix CI build failures

- workflows/cmake.yml: pin zlib download to madler/zlib v1.3.1 release
  tarball; the previous `zlib.net/current/zlib.tar.gz` URL intermittently
  served a 185-byte non-tar response, breaking the cross Release build.
- workflows/cmake.yml: pass `-DCMAKE_INTERPROCEDURAL_OPTIMIZATION=OFF`
  when building unshield under MSYS2 because the i686 mingw32 toolchain
  is built without LTO support, causing `cc1.exe: error: LTO support has
  not been enabled in this configuration` for the mingw32 matrix legs.
- sh.tat.re3-installer.yml: bump libcdio source to 2.3.0 from the
  GitHub release; the previous ftp.gnu.org 2.2.0 tarball now returns
  HTTP 404, blocking the Flatpak build.
- snapcraft.yaml: add `pkg-config` to build-packages so that the
  `find_package(PkgConfig REQUIRED)` call in CMakeLists.txt resolves
  inside the clean core24 LXD build environment.
