project: lower CMake minimum to 3.28

The Snap build environment is locked to Ubuntu 24.04 noble, which
ships CMake 3.28.3, so the previous 3.31 floor would fail the
snapcraft configure step. Nothing in this project's CMake usage
requires anything past 3.20, so dropping to 3.28 (matching noble's
CMake exactly) keeps snap builds green without losing capabilities.
