project: lower CMake minimum to 3.28

The Snap build environment is locked to Ubuntu 24.04 noble, which
ships CMake 3.28.3, so the previous 3.31 floor failed the snapcraft
configure step. None of the CMake features actually used in this
project require anything past 3.20, so dropping to 3.28 (matching
noble's CMake exactly) restores snap builds without losing
capabilities.
