special: strip archive extension from version reference

The PyPI and directory-listing handlers passed the full distfile
filename (including archive extension) as version_reference to
get_last_version. The reference-based prefix/suffix matcher in
_candidate_version_from_reference then required every candidate to
share the same archive suffix, silently skipping releases that
upstream chose to ship in a different archive format (e.g. switching
from .tar.gz to .zip).

Strip the recognised archive extension from the reference filename
before comparison. The leading prefix (the package name and any
qualifiers before the version) still has to match, so the
helm-loki-vs-loki false-update protection that motivated #461 is
preserved; only the archive-format lock is removed.
