workflows/publish: install Lua before luarocks and bump rockspec

The luarocks setup action expects Lua to be installed at .lua/, which
is created by leafo/gh-actions-lua. Without that step,
leafo/gh-actions-luarocks fails its configure phase with
"Bad value for --with-lua". Add the Lua install step (pinned to 5.1
to match the rockspec's minimum) before the luarocks step.

Also rename mpv-netrc-0.0.2-1.rockspec to mpv-netrc-0.0.3-1.rockspec
and update the version and source tag so luarocks upload picks up the
new release.
