feat(js) cron schedule support (#381)

* feat(jsclient): add support for advanced scheduling features in JetStream

- added `ScheduleSpec` with support for `at`, `every`, `cron`, and `predefined` scheduling options.
- added `ScheduleCancellation` for atomic cancellation of schedules.
- added `timezone`, `rollup`, and new validation for `@every` interval to  `ScheduleOptions`
- added `scheduleSpecToHeader` function for converting and validating scheduling specifications.
