Exemplar updates since 2026-04-26

Restored beman-tidy pre-commit hook in .pre-commit-config.yaml.
Bumped infra submodule and moved INSTALL_GTEST into lockfile.json cmake_args (use-fetch-content.cmake now applies per-dep cmake_args from the lockfile).
Raised gtest_discover_tests DISCOVERY_TIMEOUT to 60 for both test executables.
Added vcpkg port templates (port/), vcpkg.json/vcpkg-configuration.json manifests, vcpkg CI and release workflows; bumped infra-workflows to 1.6.0, bumped infra submodule, set BEMAN_USE_FETCH_CONTENT_ENABLED in use-fetch-content.cmake, excluded port/ from pre-commit, and added vcpkg sections to README/CONTRIBUTING.
Bumped vcpkg-configuration.json default-registry and beman vcpkg-registry baselines to match exemplar.
Removed superfluous comments around project() statement in CMakeLists.txt.
Added .swp and .orig to .gitignore to exclude vim swap files and merge/patch backup files.
Bumped infra/ submodule (commit hash, README example update, llvm-libc++ toolchain SPDX, telemetry.sh typo fix, and use-fetch-content.cmake renamed BemanExemplar_/BEMAN_EXEMPLAR_LOCKFILE to generic Beman_/BEMAN_LOCKFILE).
