Exemplar updates since 2026-04-27

Updated infra submodule to ea3ef79 and replaced hard-coded INSTALL_GTEST=OFF in use-fetch-content.cmake with generic per-dependency cmake_args lockfile support (no lockfile changes needed since monadics uses Catch2).
Added vcpkg port templates, manifest (with catch2), vcpkg-configuration.json, vcpkg-ci/release workflows, README/CONTRIBUTING vcpkg sections; bumped infra-workflows from 1.5.3 to 1.6.0; updated infra submodule to 3a49dff and added BEMAN_USE_FETCH_CONTENT_ENABLED flag.
Bumped vcpkg-configuration.json baselines (microsoft/vcpkg to 80f9bcfa, bemanproject/vcpkg-registry to 5195f94f).
Removed superfluous comments around the project() statement in CMakeLists.txt.
Added .swp and .orig to .gitignore.
Bumped infra submodule to 1b14bad: renamed BemanExemplar/BEMAN_EXEMPLAR_LOCKFILE to Beman/BEMAN_LOCKFILE in use-fetch-content.cmake, fixed README beman_install_library function name and include directive, fixed SPDX license in llvm-libc++-toolchain.cmake, and fixed "Insrumentation" typo in telemetry.sh.
