tr: emit 'bir' between yüz/bin in 6-digit numbers (e.g. 401607) (#95)

A stale conditional in lang_TR was suppressing CARDINAL_ONES whenever
the 6-digit number's leading triplet ended in '1' (e.g. 401, 301,
501). The original intent was probably to suppress 'bir' for 1×1000
(which is just 'bin'), but that case is handled separately for
4-digit numbers. The conditional fired incorrectly for any 6-digit
'X01XXX' number, dropping the 'bir'.

Closes the 'missing bir' part of #64; the broader Turkish word-
spacing concern remains open for native-speaker design input.
