util: add group_digits() helper for Indian/Chinese/Western grouping (#94)

Adds num2words2.group_digits(value, locale=...) that returns the
locale-grouped numeric string. The 'indian' locale produces the
#,##,##,##,###  form (1,00,000 / 1,23,45,678 / etc.) requested by
the upstream Nepalese tracker, plus 'chinese' (every 4 digits) and
'western' (every 3) for symmetry.

Also tightens the str-fallback dispatcher from #61 so pure-text input
without any digit characters still raises (previous behavior change
was eating decimal.InvalidOperation in test_tet.py).

Aligns SAR subunit name with existing test expectations
('halalah'/'halalas').

Closes #66.
