feat: enable panic coredump capture, bump breadboard to v0.18.0 (#289)

- add coredump partition (64 KB at top of 16 MB flash) to partitions.csv;
  partition_fixup rewrites the on-flash table on first boot post-OTA
- enable ESP-IDF coredump-to-flash (ELF, CRC32) in sdkconfig.defaults
  alongside CONFIG_BB_DIAG_PANIC_COREDUMP
- bump breadboard pin to v0.18.0, which renamed the panic capture API
  out of bb_log into the new bb_diag component (closes TA-314)

Coredump payload surfaces on /api/diag/panic on the next boot after a
captured panic, with task name, exception PC, and backtrace addresses.
