deploy: move Azure companion bootstrap into the container (#822)

* deploy: move Azure companion bootstrap into the container

Replace the old bootstrap-auth flow with a unified bootstrap path in sonde-azure-companion.

- generate the runtime certificate/key in Rust
- run pinned azure-cli via Bollard to perform device login and Bicep deployment
- persist service-principal.json and service-bus.json
- add rollback-safe staged artifact commits
- bundle deploy/bicep into the companion image
- remove the obsolete Rust oauth-device-flows bootstrap path and stale tests
