Skip unchanged nightly release runs (#821)

* Skip unchanged nightly releases

Add a guard job to `.github/workflows/nightly-release.yml` so scheduled nightly runs compare `github.sha` with the most recent `nightly-*` pre-release target commit and skip the build fan-out when they match. Manual dispatches and version-tagged releases continue to run normally.

Rename the guard job and output identifiers to use underscores so the workflow expressions stay unambiguous. Also make the nightly-release lookup fail open: if the GitHub API query fails, the scheduled workflow logs a warning and continues with the build instead of failing the release pipeline.

* Allow nightly reruns

Treat scheduled workflow reruns as an explicit request to rebuild by checking `GITHUB_RUN_ATTEMPT` before consulting the previous nightly release target commit. This keeps the optimization for first-attempt scheduled runs while preserving a recovery path for transient failures.
