Make workflow agent prompts data-driven (#1739)

* Make workflow agent prompts data-driven

Prevent startup seed/reconcile paths from replacing persisted agent and node prompts, and record prompt provenance so runtime sessions expose which persisted source was used.

* Address prompt cleanup review feedback

Remove the last unused eager-spawn prompt resolution block and stale startup reconciliation comment left after making prompt persistence non-destructive.
