Wire live sigmatemp/pitemp/timescale OSC commands, closes #72

Replaces the broken /temperature ff with separate /impsy/sigmatemp f
and /impsy/pitemp f addresses (they're distinct concepts), and moves
/timescale to /impsy/timescale f for consistency with mode/reset/pause.
All three route through command_callback into handle_command, which
mutates self.net.sigma_temp / self.net.pi_temp / config["model"]["timescale"]
directly. Temperature commands tolerate self.net being None during the
brief startup window before build_network completes.

Breaking: anyone scripting against the old /temperature or /timescale
addresses must update — those handlers had TODO markers and never
actually updated the model, so no working setups depended on them.
