fix(tests): fix NetlifyCertServiceTest failures and update status post label

- Make buildNotificationBody public so it can be tested directly
- Fix sendNotification tests: Mail::raw() bypasses MailFake mailable
  tracking; assert on Log::spy() instead
- Fix verifyCertificate test: use definitely.invalid to ensure DNS
  failure rather than relying on a mock that never called exec
- monitor-fsm: change "Vix last ran" to "Last updated" in status post
